Sean M. Foley


Sean M. Foley joined Avery, Dooley, and Noone in December of 2012. An Associate of the firm, Mr. Foley’s practice focuses primarily on the representation of federal and state employees in employment matters and insurance defense litigation. Mr. Foley handles employment matters such as:

  • Agency and Congressional Investigations
  • Office of Special Counsel Investigations
  • Security Clearance Investigations and Revocations
  • Disciplinary Actions
  • Whistleblower Matters
  • Discrimination Claims

Mr. Foley has represented federal employees defending disciplinary actions, security clearance revocations, and agency and congressional investigations. Mr. Foley has represented employees and managers in federal cases involving allegations of disability, race, gender, and age discrimination. He has represented employees in cases before the Merit Systems Protection Board, the Equal Employment Opportunity Commission, and the Massachusetts Commission Against Discrimination. In addition, Mr. Foley has experience in the areas of admiralty and maritime law, personal injury, and criminal defense.

During law school, Mr. Foley served as a judicial intern at the Superior Court of Massachusetts. There, he assisted the justices with all aspects of civil and criminal litigation and drafted decisions and legal memoranda. Mr. Foley also served on the Executive Board of the Suffolk Transnational Law Review as Chief Production Editor.
